THE HORNCASTLE GREEN WHEEL?
What happened to this forward-thinking Horncastle Town Council concept?
Caveats:
1. This is the interest of an SSLN9 group individual (Tony Cranwell), not necessarily the interest, questions or opinions (text, email or video) of other individuals in the SSLN9 group, or as a whole. Other groups and town individuals may, however, also be unaware but interested.
2. This is not intended as a "Get At" the Local Town Council, who are guided by an in-depth and related Strategic Plan and do an excellent and obviously dedicated work, on the Town's behalf, with publicly measurable aims.
3. It is intended however, as a Stroke Survivor, to ask questions and carry out individual research as to the Green Wheel Concept Study, regarding past, current and future measurable actions, since 2014 (the Study's Origin date), with my self-related interest in the Town's Facilities, regarding accessible outdoor exercise, supplemented rehabilitation assets and enhance mental well-being, by public "Green Space" appreciation as so well proposed by the Green Wheel Concept Study. As it was commissioned by a Horncastle Town Council in the past, as part of the adopted (2016) Horncastle Neighbourhood Development Plan, periodically reviewed and current till 2029.

BACKGROUND INTRODUCTION.
1. The Horncastle Green Wheel Study Report was commissioned by Horncastle Town Council in 2014 for inclusion as an Appendix to the public document, Horncastle Neighbourhood Development Plan 2014 - 2029, which was adopted by the Council in 2016.
From this, the current Horncastle Local Council produced their Strategic Plan for their term of office 2023-2027, (Updated Sept. 2024.), with no direct mention, I believe, of the Green Wheel Concept as a measurable Aim. Also, there appears to be no reference to the Natural England, Accessible Natural Greenspace Standard in Nature Nearby (ANGSt). (See in para 3 below).
​2. What is the Horncastle Green Wheel? You will need to read in full, this comprehensive public report, for all the correct and in-depth terminology and hurdles. However, as part of Horncastle's long term developing Green Infrastructure (GI), (an important terminology to grasp), it will be, when identified, adopted, legalised and completed; a circuit (Wheel) around Horncastle, mainly within the Parish Boundry, incorporating its Green Spaces (existing and new), for the benefit of Walkers, Wheelchair users, Cycles & e-bike (non-motorised), and Horse, Riders. That is what I call forward thinking, well done Town Council, but where are the actions and hurdles encountered since 2016?
3. What action has taken place since 2016? At the current time of writing these paragraphs (23rd November 2025), I am awaiting a reply from the council in this regard (I only sent an email on the 23rd, so give them a chance). However, it does not stop an interest from taking place, as there is another connected reference within the Green Wheel Study, being a reference to Natural England 2010 , a government-connected organisation. Natural England made 5 recommendations back in 2010 regarding that everyone, wherever they live, should have an accessible natural green space, page 6:
Accessible Natural Greenspace Standard in Nature Nearby (ANGSt)
a. of at least 2 hectares (4.94 acres or approx. 3 football pitches), in size, no more than 300metres (5-minute walk) from Home;
b. of one accessible 20-hectare size with two kilometres (1.25 miles) from home;
c. one accessible 100-hectare site within 5 kilometres (3.12 miles) of home;
d. one accessible 500-hectare site within 10 kilometres (6.24 miles) of home;
e. a minimum of 1 hectare of Statutory local Nature reserves per thousand population.
